Following the publication of Bill 82 entitled the 'Commissioner for Revenue Act, 2011' in June year, the Maltese Parliament unanimously approved the Bill on Tuesday 1st November. The Bill provides for the creation of the post of a Commissioner of Revenue who will be responsible for the management and administration of all tax legislation namely, Income Tax, Duty on Documents, VAT, Eco-tax, Customs, Import Duties and Excise Duty legislation.
The purpose of the proposed legislation is to integrate all functions currently vested in the Commissioner of Inland Revenue, the Commissioner of VAT and the Comptroller of Customs into one. The Finance Minister said that the decision to achieve full integration will be taken in 2013 or 2014 and that the merger of the different departments is expected to take place gradually. We will publish more information about this development in due course.
