New Transport Authority established in Malta

Transport Malta - LogoThe Authority for Transport in Malta Act (ACT XV of 2009, Chapter 499 of the Laws of Malta) came into force on the 1st January 2010. The Act establishes the Authority for Transport in Malta, a body corporate which assumes the functions previously exercised by the Malta Maritime Authority, the Malta Transport Authority, and the Director and Directorate of Civil Aviation, as well as roles relating to roads, transport by air, rail, road, or sea, within ports and inland waters, and merchant shipping.

With the coming into force of this Act, the Malta Maritime Authority Act has been renamed as the Ports and Shipping Act, which provides for the establishment of ports in Malta, the registration and licensing of vessels and ships and regulates the use thereof within the territorial waters of Malta.

The Malta Transport Authority Act and the Civil Aviation Act are still in force, however, all the subsidiary legislation enacted under these two acts has been transferred to the Authority for Transport in Malta Act.  Similarly orders, rules, regulations, bye-laws, notices or other instruments having the force of law made under the authority of any of the provisions of the Civil Aviation Act, the Malta Transport Authority Act and the Malta Maritime Authority Act, will continue to be in force and continue to have effect as if made under the Authority for Transport in Malta Act.

The Authority for Transport in Malta will be composed of directorates with specific responsibilities: the Integrated Transport Strategy Directorate, the Ports and Yachting Directorate, the Merchant Shipping Directorate, the Road Transport Directorate, the Roads and Traffic Directorate, the Civil Aviation Directorate, the Corporate Services Directorate, and the Enforcement Directorate.
